The parks and recreation division in my city is getting in the way asking is this a county or city park and what licenses do i have to do it. if you could please inform me on these type situations.

Does anyone have any advice for Shocheese on how they can work her local municipality and get her playspace built?

First and foremost, it is of the utmost importance to determine whose land this playground will be built on. There are a slew of reasons why, legally, it is essential to get permission to build on any given site. So, digging into the county and city records to discover whose land it is is important. In terms of a building license, this is where the community building component of your project kicks in. Spend some time with local officials - get to know them, ask them to help your cause - and see if they can identify resources for you. Perhaps getting a license isn't needed if you work alongside a professional from the City, or perhaps permits aren't needed if the land belongs to the City already. Spending time getting to know the players in this game is just as valuable as fundraising. It's called Friendraising. The added value of this step is that when it comes time to check for utilities or find tools or get donations for trees - you'll already know who to ask and how! If you need additional help securing the land you might want to look in to the Trust for Public Land. They have done alot of working helping communities secure land for playgrounds. http://www.tpl.org/tier2_sa.cfm?folder_id=1825
