We can raise money, because we have an account with a local non-profit, which the City suggested we set up. And I know we can do volunteer construction because another park nearby was mostly built by its neighbors, with a combo of city funds and money they raised (I think).

Ideas: would the city be willing to transfer ownership of the land, if they don't want to deal with it? It sounds like there is a pretty organized neighborhood here, perhaps you all could form a nonprofit association of all the neighbors, and then you could own the land. Then you could renovate it as you liked.

It seems like it would take a lot of money to make this park accessible, and I'd need to know more about the access points (top or bottom of the hill?) to help with more ideas on how to do that - but once you owned the land, you'd have the option to raise all that money and make it happen, or make it a private park that didn't need to be ADA accessible at least temporarily... and then renovate it in stages to gain the accessibility.
