Project Overview
With the residents planning, designing, and directing the improvements to the Coulter Playground, the improved park will better meet their recreational needs, become an even more important element of their neighborhood, and serve as a project to strengthen interpersonal relationships between the residents. The Coulter Playground will become a benefit of living in the neighborhood.
The Coulter Playground is within a residential neighborhood (see attached images and maps of the site) and consists of a green space and structured playground separated by a stream. The park was created by the City as a flood control project. The Census Bureau indicates there are 3,131 households in the area with 1,775 being classified as family households and 1,356 non-family households. The number of rental units (1,417 units) in the area is significant as they represent 45% of the total households. While not an impoverished area of the City, a total of 211 families (12%) have a household income below poverty level. Residents (94%) have selected “White” as their race.
To date, the GCDC has held two meetings with residents and residential property owners to discuss opportunities to improve the Coulter Plan neighborhood. Several comments and suggestions concerning the Coulter Playground were made by the attendees. The GCDC is working to secure financial resources that the residents will use to develop their plan to improve the Coulter Playground. The residents will prioritize the neighborhood revitalization initiatives at the next meeting (projected for October 2007). The residents will be asked to commit their participation to a design workshop for the playground (projected for November 2007).
